 Post subject: citizen by birth - school fees

Hello,
I was born in Canada when my parents lived there for 5 years in 1989-1994. My dad was then a post-graduate student in UBC, Vancouver. I am now 17 and I want to continue my education in Vancouver; doing grade 11 and 12, then on to university. Even though I do have a birth certificate, I was advised that since my parents are non-resident, I have to pay full school fees. I want so bad to further my study there but I am not sure if I can afford the fees and living expenses. Is there anything I could do to qualify as a resident and therefore enjoy the subsidised school fees?

Any information or advice will be very much appreciated. Thank you.
